It's entirely possible they actually won't be allowed to work.

And they are not guaranteed backpay - that requires an additional act of congress but there's no legal obligation for them to pass such an act.

The longest government shutdown was 27 days, from Nov. 14 to 19 & Dec. 16 1995, to Jan. 6 1996. The shutdown (they shutdown twice over the same subject, so it's counted as one) came as a result of Republicans wanting to make significant cuts to Healthcare (in general). In fact, 5 of the 8 shutdowns (since 1980) have been the direct result of Republicans.
