Everyone talks about "stricter background checks" but nobody wants to discuss what that means. You either have a record, or you don't. Know what this makes me think of? The California HIV laws. The thinking being that making it a felony to knowingly have sex with people if you're HIV+ then people who are at risk won't get checked.
