In poorer areas, they need to learn how to grow on their own. I'm fine with businesses investing, etc., but nothing else. This has been proven more beneficial for them as well. I saw something about bike factories in this one African nation dramatically improving things. In rich countries, poor life choices are just that. It's our only real form of natural selection anymore. Giving money to both are just bandage treatments and bigger reform must be done for long term affects. I did a quick check on Google and seems most of the blame for stray pets is on the owners for any number of reasons. Lost the pets, pets weren't neutered, owners losing interest, etc. Perhaps people need to be more realistic about the responsibility of owning a pet and not purchase a puppy or kitten on a whim just because their children want one. Speaking of which, could reducing the number of licensed breeder help in anyway along with incentives to adopt pets instead of buying from a breeder? I know some folks sees pets as just commodity and not family but this is a life that you are bringing into your home and one that will depend on you. I know we have a massive problem with homelessness among both people and pets in the States. Realistically can we even resolve the homelessness of pets? The blame for homelessness of people can be any number of reasons and people involved.
