As someone who has smoked my fair share and drank my fair share, driving high is arguably more dangerous for most people (barring people who have drank way too much... they are definitely the most dangerous). High drivers are often nervous and overly anxious and cautious to the point that it's actuslly dangerous. That and people with a low tolerance are definitely susceptible to memory loss, negligence and even hallucination in rare cases. It definitely should be regulated heavily as far as driving goes.
