More exploiting than cheating, imo. It's also only applicable to single player games, so it really doesn't matter. If there is an RNG element to a final step or something isnt repeatable, it makes sense to save scum to get the best item or whatever.
I've done it in Skyrim when having to pickpocket something or reverse pocket something onto someone when playing a non sneaking character. The reason being that I wouldn't normally do the quest in the first place, but something I need for my character is gated behind one of those quests. I've done it in other games for various things like only one boss can drop some uber piece of equipment, but it's a rare drop. It isnt affecting anyone else, so meh. --- I feel like they are making some great points, but the name-calling and volcano-based murder-ideation are chipping away at their position somewhat. ... I saved scum like hell in XCOM: EU. I couldn't bear to lose even a single soldier.
