Hell, I've even got a pokemon with the Static ability to increase my chances. If you're looking in Mount Hokulani, he only shows up in specific grass patches in the area. No, the 7th gen games brought that back. But when I say "specific grass patches" it's a significant area, not just a couple of tiles like Feebas was. https://serebii.net/pokearth/maps/alola/uswild/48-2.png Those two are the patches you should be looking in. Also, they don't show up in the morning hours, only day and night.
