Luigi doesn't have the cape. Also, Luigi is in the original 12 so they aren't going to call him an echo.

I believe Miyamoto designed the characters. He based Fox off of a Shinto shrine spirit or something

Yeah King Boo is probably the "biggest" for whatever that's worth. You could also list, idk, Andross, a bunch of F-Zero people, Giovanni, and Dark Matter/Zero, for various definitions of "major" and "recurring".
