Picard, easily. Siski is a solid #2. Kirk drops a bit for overacting and general implausibility as a starship captain. I like Kirk much better in the movies than on the original show.

Archer is way, way behind those three. Janeway is even farther behind Archer.

There's some serious political shenanigans or cover ups for her to get that posting & rank so soon after her return.

A 1 pipped ranked admiral would make sense, but 3!!!!

Janeway constantly made irrational or poorly thought-out decisions that worked out solely because the writers made it that way. Realistically the ship would have been destroyed about 50 times over before they got half way through the Delta quadrant. Not to mention that the Maquis would have taken over long before then.

She was a terrible leader for the situation she was in, spared only thanks to plot immunity from the writers who inexplicably loved her character and didn't think she could do any wrong.

Benjamin Sisko.

When it comes to the original captains, I always likened it to the notion that Kirk, Picard, Sisko, and Janeway represented four of the five main specialties that'd you'd expect from an exceptional officer:

Kirk - explorer
Picard - diplomat
Sisko - soldier/tactician
Janeway - scientist

Obviously, they all have experience in all other categories, but those are the primary focuses from my point of view.

Only thing I thought that was really missing was a captain that had most of their experience as an engineer. I still wish that a specific Dominion War TV series had been made, with a captain that was essentially promoted up from Chief Engineer for his ship and his specialty was essentially getting every ounce of performance possible from the ship in strenuous and often damaged circumstances.

I mean Archer was the very first to explore. No Prime Directive, no real guidelines to follow. I don't think i'd rank him at the very top, but probably higher than Janeway and Kirk.

I love TOS, but Kirk was a horrible captain. He broke the Prime Directive every other episode and burned through red shirts like they were firewood. That the Enterprise crew accomplished so much was pretty much down to Scotty, Bones, and Spock propping Kirk up and ensuring things went to plan.

To me, Archer wasn't very likeable as a person but he generally did very well with what he had to work with. Enterprise being the weakest series doesn't do him any favors either.

Janeway is a mixed bag. There was no safety net in the delta quadrant, and a lot of her poor decisions would have been hard to call either way if you were stuck in her place with no hope of any backup. I liked Janeway as a character, and like Archer, the character was given a lot of bad episodes and arcs that dragged her down.

Sisko was awesome. DS9 took awhile to find its footing, but Sisko was consistently good and made the hard choices when he needed to.

Picard was the best overall and it isn't even close. TNG is also my favorite Star Trek series by a mile.

Sisko, hands down.

Not only is the only war-time captain who actually, you know, fought a war, but he also has so many badass moments that it's almost impossible to list them all. Among his greatest hits;
- Was harassed by Q once, at which point, he punched him out.
- Single-handedly crippled the Maquis.
- Survived Wolf 359.
- Created an alliance with the Romulans (that actually held).
- Defeated the Dominion.
- Defeated non-corporeal, non-linear demons.
- Fought the Dominion, the Klingon Empire, the Cardassians, the Borg, the Pah-Wraiths, the Maquis, etc.

Not only that, but he had some deeply profound episodes and speeches, too. He's literally the only captain that can claim to be a religious, military, and diplomatic icon.

I love Scott Bakula (he was Archer, right?), but no one can hold a candle to Patrick Stewarts Picard.
