If the bell hop wants a tip then it should be food I ordered from the hotel. I don't know who the mysterious third person you want to tip is. No one gets a tip for a partial job and when you really think about it the bell boy was screwing the guy who brought your food by not letting them take it to you. Screw the tip system.
