ParanoidObsessive 09/03/18 5:42:04 PM #3:	Because Shawn retired after a major back injury shortly before Rocky really moved up the card, and by the time he came back, Rock was already on the way out. So when Shawn was on top of the card Rocky wasn't, and when Rock was at the top of the card, Shawn wasn't wrestling. I read a rumor in which supposedly Michaels worked for Rock's grandma Leia Maivia when she was a promoter and disrespected her when Rock was younger and when he joined WWF at the time he told Vince he never wanted to work with Michaels.
