It's not truly random, but the determinism is sufficiently out of the player's control as to be considered random.

Also, no. You can drop a ball in exactly the same spot sometimes and it might act differently depending on just microgrooves on a ball or the minor ways a previous balls affected the pins or whatever

In which case you aren't dropping it quite exactly the same way. There are factors that will determine how it falls, which means it isn't truly random. The fact that those factors are out of the player's control, however, means it's effectively random.

Technically, though, you can say the same about pretty much any random thing. RNG's use some sort of algorithm to simulate randomness, which means there is an element of determinism there. A die roll is the outcome of deterministic physical forces. These are generally hard enough to manipulate that they can be used as suitable approximations of randomness, but if you dig deep enough, they aren't truly random.
