If you're unlucky, you could end up with an entire panel of 5 year olds. Or lucky, maybe, you could probably ram anything through by bribing them with candy. Now no one can complain about who is or isn't qualified, because literally the only requirement is "being in America at the time". Not even required to be there legally and/or permanently.
