Any time you are in a vehicle whether it's you driving or someone else item boxes pop up and everyone starts throwing shells and shit at you

if you get ahead of a pack a blue shell will eventually get you

this will never destroy your car or hurt you but you and other cars will all go flying around so you might take forever to get anywhere. there's still the same amount of cars on the road so if you go out in rushour there will be thousands of shells and bananas.

the bonus is that you can do sick drifts and giant speed boost pads will be everywhere

this does not affect air travel or walking but anything with wheels is affected including bikes and moped and segways

EDIT: this only affects you and the roads you are currently on while in a vehicle
