They even lampshade this in Part II, where one of his guys is like "You know by doing this you're painting yourself as the bad guy?" I feel like there are far more villains that permanently turn good than there are villains who turn good only to turn bad again. Those villains seem far more appealing than the ones that typically just become the cynical character foils for the mc

It depends on the medium. In anime ot seems most villains who turn good stay good but in American comics it seems most heel face turns are temporary and the character will always become a villain again. With a few expections.
