That percentage is for each of those individually. Having a 6% chance to get an item of the highest rarity (3% divided among the "spotlight" items, the other 3% divided across all the others in the pool) is exactly in-line with Fire Emblem Heroes and is very generous compared to most other gacha games on the market. To compare, Fate Grand Order has only a 1% chance to pull a top-rarity character, and that 1% is divided across dozens of different characters, not even including ones that are limited time only. 0.3% to pull your favorite character is way better than 0.02%.

I have never played gacha but that seems fine as long as you don't have to use big microtransactions or something.

Unless it's some sort of celebration (anniversary, event celebration, crossover, etc.) you're never guaranteed top stuff in most mobile games; though some have 5* selectors that you can pick what character you want or step-up type of payments where you're guaranteed one or a 50/50 split between two featured wants.

I assume this game is free at least, so it's reasonable to expect that you won't get the unlockable content handed to you on a platter?

Note: I'm thinking of this as uncrating, I admit I've never happened to come across what the fuck "gacha" explicitly entails except collecting animu

Usually shit (equipment/characters) is on what is caller "banners" you pull with currency; could be free currency, or paid currency only (you have to spend actual money and cannot use free "premium" currency you earn in game; usually this is what lets you select what you want or has the best deal)

Most of the ones I play (I don't play popular western gacha/mobile) separates what you're pulling for into tiers; either 3*, 4*, or 5*; with 5* being the best and what is usually featured and tempting you to pull in the first place, they're also obviously the rarest with rates of 1% or lower to actually get. Sometimes this rate is static while the "off-banner" 5*s are diluted more and more in their pool.

Anyways, their pulling mechanisms usually only guarantee you one 4* or higher; and you have to usually pay for up to 10 or 11 pulls bunched together instead of single pulls. 5* rates are usually 5% or 3% (1% or less for the featured stuff, and the rest being off-banner (old stuff that may be outdated and you might not really want).

The rates are divided into about 74% for Normal rarity items, 20% for Super rarity items, 3% for High-End rarity items out of the spotlight, and 3% for High-End rarity items in the spotlight. When you divide those rates by the number of items of each rarity, each individual Normal has about a 5% chance, each individual Super has a 1% chance, each individual High-End out of the spotlight has a 0.3% chance, and each High-End in the spotlight has a 1% chance. However, keep in mind: Because the chance (the 74/20/3/3 split I mentioned above) to pull any item of any given rarity never changes, that means as more characters and kart parts are added to the pool, the chances of each individual one showing up goes down.

Plus, in the extra info, there's this:

YOU ARE 100% GUARANTEED TO GET ALL OF THE SPOTLIGHT CHARACTERS/PARTS IF YOU EMPTY OUT THE PIPE. The current spotlight for Pauline has 100 total pulls in it, so within 100 pulls, you are 100% guaranteed to pull Pauline and both of the spotlight kart parts. So if there is a specific character you want and they;re not in the game yet, saving your rubies enough so that you can make 100 pulls when/if they show up as a spotlight character is the best way to make absolutely sure you get the character you want.

Both the 6% chance to get an item of the highest rarity on any single pull and the 100% guarantee that you'll get all of the spotlight items in 100 pulls are extremely generous compared to most gacha games.
