The GOP's racist fundamentalism has far more to do with the southern strategy than whatever vague period in the 70's you're trying to invoke here. Unless you're one of those people who think the southern strategy is a liberal conspiracy theory, which in your case i'd put even odds on.

I'd argue that if you believe that it was a genocide, you should vote to acknowledge it, no matter what you think the original motive for the resolution is.

"Accountability and recognition of genocide should not be used as a cudgel in a political fight," Omar said in a statement, adding that the resolution should've recognized other human-rights violations.

Sounds like a cop out to me. He should vote for the resolution, then introduce his own that deals with these other violations.
