I've found that the definition for a "mini-series" is somewhat undetermined, and has a lot of grey area.

For example, Chernobyl, most people would agree is a Mini-Series. Would you rank that on a Movie list? Or a TV list? It's 5 episodes long, which feels too long to be a movie, so I'd think most would say it's TV. But then again, it's pretty short, and people might say it's neither, saying Mini-Series is it's own category (but most have watched too few, so that you would never get to rank it).

Meanwhile, something like the 1990 version of IT is a 2 episode mini-series, but most people I know would rank it among a Movies list.

For me, I think 5+ would be TV. 4 is probably TV. 3 feels like the hardest one to gauge. Is that a Movie or TV?

TV, but I can be flexible and include it with movies depending on the context of the list and the show. Also some comes down to the filmmakers' intent. If the whole idea was to set it out as a series, I'd consider it TV, but if it was intended as a singular story and split into episodes due to convenience/production funded for tv purpose (like the Twin Peaks: The Return miniseries the other year) I would consider it among film.

Actually I think a good way is if all the episodes have the same director and same writers, it isn't unreasonable to consider it among films. So Chernobyl could be a film, but I would in no way consider the new 9-episode Watchmen for example a film since each episode had different directors and different chief writers. The later is definitely the case with a majority of mini-series too, since they are usually written by a writer's room, with different people tasked with different episodes or plotlines, rather than just one congruent but episodic script. But really just comes down to your intent with the list.

A mini-series is just a condensed season of a TV show basically.

I wish they would do mini-series to test most shows out first before making a full season of crap.

"TV" is probably the misnomer here. I would say the distinction would be movies and (episodic) shows.
