That's how it goes for any piece of media that's popular. Most fans will agree it has poor pacing issues and falls off at certain arcs. It wouldn't even be on the map as much as it is if it weren't for its precursor, Dragon Ball. It's popularity isn't to its own merit in terms of quality. It was just an accessible show that received more exposure than its competitors. It's definitely a cultural phenomenon of its similar to Pokmon. I'm not saying it's lacking in quality. Just that it isn't number 1 quality.
