It would make the economy at least 20% worker controlled, making it at least 20% socialist and at most 80% capitalist. So a partially socialist mixed economy. Granted, that's not a revolutionary change. The US is already a mixed economy, as worker-owned co-operatives do exist. The ratio of worker ownership is determined by the markets, not by legistlation.
