10+ to me.

I feel like if you're just 5 above you could convincingly argue that you didn't notice the exact weight you were putting on the peddle. 49 and 45 feels the same.

My rule of thumb is over 10% the speed limit.

So you can go 33 in a 30, 55 in a 50, and 77 in a 70.
