GTA III has Frank Vincent, Michael Madsen, Michael Rapaport, Joe Pantoliano, etc...

GTA Vice City has Ray Liotta, Dennis Hopper, Burt Reynolds, Danny Trejo, etc...

GTA San Andreas has Samuel L Jackson, James Woods, Ice-T, etc...

It's odd that GTA IV and V don't have a shit ton of big voice actors considering how much bigger the budgets are these days.

The games are expensive enough

I guess they wanted to save some money somewhere though now they're raking in tons of it. I'm fine with more unknown people. They always pick good actors. The only ones I can think of from 5 off the top of my head are little Pete and Aunt Viv and some of the radio hosts. I only recently found out Wee Bey from The Wire (Hassan Johnson) played Stretch.

Frank Vincent was Phil Leotardo on The Sopranos. He's also in a shit ton of other mob movies. "Now go home and get your fuckin' shinebox"

Michael Madsen was Mr Blonde in Reservoir Dogs and he's in Sin City and Kill Bill too

Michael Rapaport is in Higher Learning, Prison Break, etc...

Joe Pantoliano is most known for playing Ralph Cifaretto on The Sopranos but he's in other stuff like The Goonies and Congo

Ray Liotta is most known for playing Henry Hill in Goodfellas

Dennis Hopper has been in a fuck ton of movies. Speed, Easy Rider, Apocalypse Now, etc...

Burt Reynolds is Burt fucking Reynolds. Boogie Nights, Smoky and the Bandit, etc...

Danny Trejo is in pretty much every Robert Rodriguez Movie

James Woods is in Casino, Once Upon a Time in America, he's the voice of Hades in Hercules too

Ice-T is a famous rapper. He's on Law and Order SVU, starred in New Jack City, etc...

Games in general (with the exception of Kojima) have started to shift away from getting a-listers to voice characters, for a number of reasons. They cost significantly more, they have stage or screen experience but less VO or performance capture/mocap experience (and all are disciplines that stress different skill sets for an actor), and video game acting and actors who specialize in it are gaining more recognition on their own merits. What this adds up to is that hiring an a-lister costs a lot more for a return that's at either only just as good or worse than hiring someone with less mainstream recognition, and it just doesn't confer as much prestige to a game among players as it once did (or as we once pretended it did)

Yeah this might sound stupid but gamers should support a-list/b-list actors and actresses taking a back seat. They already have their own medium, they don't need to take over another (aside from a few cameos here and there).

They have said previously that they had a horrible experience with Ray Liotta, so they shy away from bigger celebrities.
