Naaah lots of girls act cute in America, it's just they are usually shy amd avoid the places you go to.
Try anime conventions, build a bear, theaters with bolly wood/anime movies, beach (girls making sand castles), art/photography clubs, book stores (manga section), amusement parks, halloween parties, pride parade, hot topic, places that only sell deserts Places you won't find them, clubs, bars, expensive clothing and jewelry stores, social gatherings, non holiday parties ...
