Like the orbs where a girl is opening her shirt and when the unbuttons then top her tits pop out but people edit a censor over it that says something funny or whatever

I think the last gif in this sig is one I edited through Photoshop by combining separate gifs into one.

https://ezgif.com/ has some gif editing features, and I think it has the overlay feature you're talking about. Or you could use Photoshop/GIMP, split the gif into individual frames, and then edit the censor onto the frames that need censoring.
