In short: It's skewering the audience, not mentally challenged people.

In the scene, Ben stiller's character is upset because his movie role "Simple Jack" was a critical and commercial failure. Robert Downey explains that in the role, Stiller's character "went full [redacted]" and that's why it bombed. What he's saying is that the audience prefers a feel good, Hollywood film about the mentally challenged. One with a life affirming message and a happy ending. Stiller's character had crooked teeth, a bowl cut, and was quite simply "too [redacted]" to be palatable.

Tropic Thunder was using satire to explain how terrible the movie going audience is. We don't want to be depressed, so we simply refuse to think about how bad some people have it in life. When we're presented with it anyway, we recoil and look away.

It's silly that -redacted- is considered so offensive to the people it's hardly ever used for and probably don't have the mental aptitude to understand.

An actor in the movie explains what one of his lines means.

I'm not sure if I'd say the audience specifically, more like the film industry in general. But yes I think the intent was to show how people prefer a "sanitized" version of mental disabilities/illnesses (and pretty much everything else tbh).
