The red would be on the top first based on the rotation you state (the red is moving up and blue down), which means the initial rotation would be 90 degrees and 180 degrees for a total of 270 degrees. IF you continued rotating 3 x the same amount, neither would be on top. Therefore, you must mean just rotating 180 degrees each time. If blue starts on top, the first rotation would put red on top, second blue, and third red again. So you would end up with red on the top at that point.
