Didn't the British create the "Imperial System"?

Didn't they at one point use "lbs" as their measurement of weight/mass?

Um, "lbs" is an abbreviation of the Latin word libra, short for libra pondo or "pound weight". In other words, it's a fancy abbreviation for pound.

No, just as an abbreviation for pound. In the same way, I suppose, that we used to use lsd (from the Latin currency denominations librae, solidi, and denarii) as an abbreviation for pounds (sterling), shillings and pence.

Why would you go by base 14, and almost always need include the unnecessary decimal digit, when you could just use IMPERIAL DICK POUNDING.
