Because questions on the internet are largely rhetorical and suggestive. And, more importantly, countries and cultures are very different things so even the premise is stupid. In short, it's not a very productive question in the first place, particularly considering that both groups can come from any number of nations, even ones where they aren't the majority.

Then there's the whole matter of immigration. While some people's family may be from a culturally-distinct region with strong traditions, it might be the grandparents, great-grandparents, or older who came from that nation. Unless you have an ethnic block (Italians and Greeks are great examples, because even when their grandparents (or older) immigrated, they often grow up speaking their family's native language and using it in their community), that culture is less likely to be carried on. By contrast, Latinos are far more likely to be immigrants or first-generation Americans than other groups and thus bring more of that culture with them.

The same national survey found that 75% of blacks self-ID'd as 3rd gen or older. That's higher than any other group. (Which is the result of less black immigration, both from a means perspective (ie, are less able to immigrate) and probably also from discriminatory practices.)

He is far left. He frequently talked about Bernie Sanders not going far enough despite Bernie proposing things that aren't even done in far-left nations. And on a world scale, America is pretty far to the left on most issues. And some issues where it varies compared to the rest of the world aren't strictly left/right issues.

Eh, it is and it isn't. Africa is incredibly culturally diverse, so to suggest that every black American has the same background and belongs to the same community is foolish and ignorant. On the other hand, the cultural background of "African-American" that arose on American soil as a consequence of the slave trade is fairly uniform, and that culture is generally more dominant among black Americans than any immigrant African culture is. That dominance has informed outsiders' perceptions of black culture, which in turn encourages African immigrants to assimilate into it.

There's room to argue that it's accurate, and there's room to argue that it's a gross oversimplifcation. I don't think it's something anyone should really be saying, because it's just tasteless and rude, but dismissing it outright as being hatefully racist also isn't quite right. The situation is more nuanced than any blanket statement can adequately cover.
