In Hell Street's case, it was an indie production so some of the shit is excusable, although all of the technicolor tree shots weren't. As for A Night to Dismember, it was almost inexcusable for them to release it, but they wanted to recoup some money. It had perhaps the most justifiable excuse for being awful: Much of the film was destroyed during production by an irate employee. However, rather than take a write-off on the now incomplete film, they decided to re-use the footage, completely change the story (going from a girl with psychic powers to murders happening after somebody gets released from an asylum), and then insert stock footage from other films to bulk it out while adding a narrator to connect the disjointed pieces. It's unbelievably bad. One of the most glaring elements is a recurring, re-used clip of a detective getting a phone call at his desk, getting up, putting on his jacket, and walking out the door which we see again and again during the film despite the detective himself iirc never appearing. It didn't help that it was shoe horned in at the worst possible moment just as the Thanos arc was wrapping up and the character ended up feeling out of place and largely inconsequential. Also bad woman is bad.
