Why would it be an October surprise when we are still in September? Because it was intended as such due to the timeline being moved up considerably. People are voting sooner than they ordinarily would. This was an attempt at an October surprise. No other reason for the timing. If they'd investigated and released this way back when it actually surfaced, it would have been completely ignored and forgotten by voters.
