this is the correct answer to your question TC. use it on a pokemon with support moves. if you use it on someone like chansey, she won't be able to do shit except seismic toss and will be forced to switch out. that will put you into an advantageous position. if you use it turn 1, you may prevent stealth rock from being setup right away.

You use it on anything that

1. Requires a setup (Swords Dance, Dragon Dance, etc)
2. Requires emphasis on status/stall/defense/stat boosting/hazards/weather/etc

Pokemon that fit the criteria well are typically ones like Blissey, Umbreon, Skarmory, Ferrothorn, Mandibuzz, etc

I used to play Gen 6 VGC and my favorite Taunt user was Weavile with Focus Sash, Jolly maxed out Atk and Speed EVs, Fake Out, Taunt, Ice Punch and Foul Play.

this is true too. i never teach taunt in-game.

Use it against pokemon with low attack that typically stall like Umbreon OR in certain situations where the opposing pokemon only has attacks that are weak against your pokemon.

In-game: Don't. It's useless for normal playthroughs because very few in-game trainers have good enough moves to be worth using Taunt to prevent.

Competitively: Use it against Pokemon that use support moves or Pokemon that need to use a boosting move like Swords Dance to become a threat. This can often force a switch to a more desirable target or ruin the opponent's strategy.

Taunt is also very useful when shiny hunting. The ORAS Spiritomb can use Memento if you don't Taunt and pay close attention.
