Washington State also banned affirmative action in the past by ballot initiative. I think even blue states have a hard time with this because it's not really a popular issue for most voters.

Affirmative action in top tier colleges is detrimental to students that get accepted who wouldnt normally have gotten close to qualifying. Even for students that were accepted straight and with merit scholarships, some top tier institutions can prove trying.
