last time I watched WWE was at least 5 years ago. It still stumps me to this day how they can keep creating ridiculous storylines revolving around the same wrestlers for decades.

I think its fine if they can work it out proper. I have suspicions its going to be maybe NXT and NXT UK but if they can do a crossover with the main roster that would be great. At the very least bring over Okada and maybe Suzuki for a 1 off match. Perhaps Suzuki vs WALTER, while they can have a tag team match of Guerrilas of Destiny vs Usos; while New Japan employs Jacob Fatu for a single night just so I can see Roman get the crap kicked out of him by the real tribal chieftain.

This absolutely reeks of WWE spitefully wanting to buy a fancy toy out of stock so no one else can play with it. They don't actually want to partner with NJPW, they just don't want AEW and Impact to be able to. And even if they did actually want a "partnership", it would likely turn into them decimating NJPW's roster just like they've decimated Evolve and the other UK promotions they've "worked with" through NXT UK.

what would the implication even be? New Japan gets to be trained by WWE trainers? New Japan wrestlers come in to job on WWE TV? Like, unless they do something cool with it who cares? And its the wwe so we know they won't do anything cool.
