Hunter X Hunter. The nen system makes for some very creative techniques. JoJo's Bizarre Adventure is close behind.

hunter x hunter and it isnt even close. The magic system reminds of Brandon Sander's complicated knights order Radiants system, which allows for attribution of very specific powers in logical ways. The entire first half of the show is about fighting different types of orders and how to beat them

I love how batshit JoJo gets, especially when Araki just changes rules on the fly and the fights have to accommodate that, but I also love HxH's consistency and risk-reward system.
