From what I remember he basically has a grip over the entire town. He's influencing the adults to make Derry a more miserable place for It to feed. Likely extends to them not bother investigating.

They basically didn't know, pretty sure.

Plus Pennywise puts such a stretch of time between periods of activity that I don't think people noticed the pattern.

It's been a LONG time since I read it though.

I think there was a scene in the first remake movie where this was displayed

Some people ignored a murder that happened right in front of them. They didn't see it

But yea, most questions are answered in the book which goes into much more detail than the movies

I think the main explanation is that Derry has a corrosive corrupting effect(Amplifying negative traits, and creating hatred, apathy and aggression) from IT being present. It effects adults worse because of longer exposure and also because Pennywise enjoys the fear of children the most so wants their more "pure" fear.

There are also probably some direct supernatural glamor/mental manipulation at play as well.

The town is fuckin evil, mostly because Pennywise has been influencing events to make terrible, horrible things happen. Pretty sure he's directly responsible for Roanoke or an event like it, it's been years since I read it and I never got the whole way through.

Nobody else knows It exists, It influences the city to be somewhat oblivious to what It does. Some of the older people know about the cycle of violent outbursts cropping up every 27-28 years, but they likely have no clue what causes it. Also, the book ends up making it clear that adults are actually less capable of fighting It than kids are due to having less active imaginations.
