Iirc the purpose was to force you to fill out the additional info field to explain it because so many people were just marking it and nothing else. But you actually had to do that prior to this change. It was the previous change from 4 or 5 years ago (I can't remember if it was 2016 or 2017) where they specifically took it out so you had to pick the "Other" option and "fill out an essay" to say it was Trolling and why.
