if so, that sucks.

after MGSV, I have no hope for open-world stealth-action games.

Generic open world games got old like 10 years ago. Apart from rare exceptions like GTA V, RDR2, and Spider-Man (PS4), they're all the same repetitive nonsense with loose storytelling, mediocre gameplay, and too much filler.

I wouldn't really call GTA V an exception to that. (Although I wouldn't say mediocre gameplay, more just "nothing special".)

Must be between 5 and 80 characters, cannot contain special characters or Trumbles or be in ALL CAPS.

I guess this means the multiplayer is going to be hot garbage, too. I can't see them going back to that old school 2v2 agent versus soldier multiplayer with proximity comms modes in an open world engine.

GTA V was absolutely nuts with things to do. Driving was fun, shooting was fun, the writing was great, voice acting was top notch... it was a top tier game in every way by 2013 standards, though some of the controls and physics have aged a little since then.

Honestly it was my game of the year, without question. If not for a critical darling like TLOU releasing in the same window, gtav probably would have swept the lists.

The other thing is that the games that went open world (or open worldish) looked at the series history and used it as an inspiration of its open world.

Breath of the Wild went all the way back to the original Zelda and used that to come up with a lot of their ideas

Halo Infinite went back to the level Halo in Halo CE and designed a game around that concept

Even Metal Gear Solid has a history of games where you primarily sneak through a massive, singular location.

Splinter Cell doesn't really have this. It was always a globe trotting adventure. Often through mundane and environments that felt intimate and real. The pitch of the series is that you play as something so classified that no traces of who you are can be left behind and that if caught the US will deny any involvement.

If Ubisoft went back and looked at what people loved from the series and based a modern game around it there's one clear example. The Bank in Chaos Theory. That's almost universally seen as the best level of the entire series. But it's still an intimate and detailed environment. It's more similar to Hitman who also used classic level design as inspiration to make a modern trilogy with an increased scope.
