It isn't banned, CERO is just so strict that there would be no point in releasing it. Decapitation and dismemberment are not allowed in video games there, so what, have black screens during all fatalities?

It's always been odd that Japan is more strict with game censorship than their anime. It didn't used to be that way, lots of classic Japanese games from the 90's and 00's were bloody, but clearly something happened to make them change that.

I'm pretty sure people farming the MK franchise for waifus will gravitate towards Kitana / Mileena / Jade. Deadly, alluring, already dolled up in fetish-y outfits, and the demon-mouth thing can either be ignored via the masks or tap into some of the viewer's freakier fetishes.
