No. They're two parcels that share a lot line fence. It's very common. It's called a party wall when two properties share the same wall. Three of my fence walls are party walls with three different parcels and different owners. We all own each side 50/50 and are responsible for sharing in any repair costs. That ground you see in the photo is my yard and belongs to me.

Stone fences are common here for privacy. I wouldn't want a chain link fence.

And it is a house in the pic. It's the neighbor's house.

So that parcel has two homes built on it that are on the same lot. This is the rear home. This home has a side yard and access to a strip at the back. That plywood roof covers the side yard and has a door in the front area where they use it as a dog run basically. They let the dog out there and it can go in the yard. The plywood covers that area. I don't really care how it looks because I live in a NON-HOA neighborhood for a reason.

I would guess that wall is like 6ft tall so I'm not surprised. People underestimate how much damage even a fairly small volume of water can do when it drops that far.

That looks like a condensation drain, but don't normally see those come out so high up. Do you have attic AC units?

Not attic but many are on the roof. Mine is. It's not common to have ground air cons here because of the heat I guess? Not sure. But most are put on the roof with a crane.

Yeah, that looks like a half-assed landlord solution. Without the owner actually living there I could see where you might actually have to go with the code violation.

Maybe they'll find other stuff in the process and you'll end up helping out the people living there. :)

Just cover the end of the pipe that is in your yard/property preventing water from coming out. It's a drainage pipe so it just means it won't drain the water from their roof heh, and you totally have the right to do that since it's on your property.

It'll also back up and go wherever the pipe originates on their property potentially causing water damage. I'm not doing that. Water damage is really expensive and I'd absolutely be liable.

Without doing research, which I'm too lazy to do now adays, you are not supposed to legally use pipes etc to move water/drainoff onto another persons property. If it's natural (falls off your roof etc) that is different. If someone does use a pipe to move water onto your property you can remove it.

You'd have to look into the specifics, but yeah, they can't just have a pipe that makes the runnoff go onto your property and damage it. Anything that moves over the property line onto yours can be removed directly by you (or sealed etc). Anything on their side that shoots water onto your side is still illegal but you can't alter it.

So yeah, in theory they could sue you if you blocked it and it caused water damage, but not if you informed them of it in advance (since that gives them the ability to deal with it another way). If you did inform them, do it in writting, with an email etc, so you have a way to prove you informed them, and that should prevent a lawsuit. Also inform them why you are doing that, which will prevent them from even starting a law suit lol.

Should be mentioned that if you inform someone of the law, that specifies why they would not win a law suit, and they proceed anyway, they can be fined and also have to pay you for filing a frivulous lawsuit. You can inform them of that as well btw, which again makes it less likely for them to file one (if you want to avoid having to go to court at all).

I went through public records to try to find the owner and found an email for him. I emailed him letting him know I made a case with the city and to please reply if it was the right person.

He did reply and said they have a plumber scheduled to correct it. So I told him if they call him to let them know he's getting it corrected and we can do it that way. I'd rather do it interpersonally without the city but I felt I had no choice.
