There are a few circumstances where being able to ignore a mod's comments may prove necessary, especially at places like the politics board and CE. Think of it this way: If what a moderator says consistently incenses you, shouldn't you want to prevent yourself from doing something that will get you warned? The ignore feature is only for yourself, so I see no reason to disallow you from ignoring mods.

Blocking is meant to punish someone for being rude to you, so blocking mods won't work because they still need to be able to see your posts. This is why you should block somebody before they become a mod. Pretty sure SBAllen checks to see how many people have someone blocked/ignored before making them a mod, in addition to their moderation history.

I don't have any idea who is and isn't a mod, or why I should care. (Yes, they have moderator next to their name, but I don't take note of who that is.)
