Btw now I can say that Lopen actually is acting in a similar manner to "chang taunts Lopen" mafia. In that game, he followed people onto the next vote train a lot. He was usually eager to hop on as well. Day actions have to be used 2 hours prior to day ending... that said, I am not sure the host knows what a twilight period is... because it seems like we aren't supposed to talk during it but he is supposed to do stuff during it. Its almost never going to be used in a useful way on day 1 to actually block any day ability.
