It's different than his hesitation in your game yes but he was also scum that game and it was his first game in a while. I don't recall he hesitated to post much in what little Baseball mafia he played.

I'd like to believe this comment makes Sultan town who didnt read the rules. If he was scum he would be fully aware of the flavor split, with his allies roles and a safelist to go off of. In fact, the man goes on to say that his own flavor supports "mine", which proves that if he is scum he already has a planned flavor claim in mind that he has discussed. Therefore it makes no sense that he is scum here and doesnt realize my flavor does not fit the game.

4b. Each players flavor is a deck of card, just like how each duelist has their own strategy. The two factions are simply TOWN/SCUM but the actual flavor split is between the decks that use banned cards and those that do not.

Yeah, I feel alright about Sultan for now, the simplest answer is what Ben said, and it wouldn't be the first time Sultan worded something in a way that made him seem off.
