I just don't give money out to avoid any issues. There are a lot of non-homeless people who panhandle. I would rather my money go to someone who is truly in need, so it's better served to be given to programs rather than strangers. That said, if I was to give it out, it's with an understanding that I sure as hell don't know there story and can't be upset if they go use it to buy whatever the hell they want.
