in a country that hates the homeless, it's extremely difficult to pull yourself out of that situation
there's a shelter in my city where the homeless can stay the night and get a meal, but only as long as they volunteer their time somewhere 40 hours a week and also go to all mandatory church hours at the shelter
if they get a job, they are immediately kicked out of the shelter that same day. they don't even get to stay until they get their first check. it's monstrous. that deters them from even getting a job in the first place, and the ones that do have to be in a situation where they can support themselves for two weeks without a place to sleep, shower, or eat. and if they lose that job, for any reason, their slot at the shelter would be full so they'd have no place to go back to if things didn't work out.

if that system were designed to help them instead of keep shelter beds full, they would AT LEAST have until their first paycheck... and that would still be a messy struggle, but at least not hopeless. if the system were actually good, they would have 90 days, so they'd have a chance to save up a bit, get established and pass their probationary period at work.

Sounds more like a church trying to pass off a slave camp as a homeless shelter.
