Water is a tremendously good conductor of electricity, it's why they advise not having any electrical devices plugged in and turned on near a bath or other source of water. Urine contains plenty of water so yeah, it can cause some of that electricity to hit the person that is peeing on it.

mythbusters "busted" this, but their experiment was flawed.

they only tested amount of water, not rate of flow.
