The top 3 and bottom two are all that's necessary.
Everything else is useless fluff.

I started getting annoyed by passwords right around the time they started making me use symbols

Try being in the government and having even worse restrictions like you can't use the same password you used the last 24 times, lol. I'm just glad we're moving away from username and password in a lot of places.

The most important thing is length, though. I wish we could do away with some of the stupid requirements and just have long passwords.

-No using combinations of letters next to each other in the alphabet
-No using combinations of numbers next to each other on a number line
-No using combinations of letters and/or numbers next to each other on the keyboard
-The password must not contain proper words. Only random letters/numbers/symbols/kanji allowed
-The password must contain one of the lock keys (scroll, caps, or num)
-The password cannot be the same one used within the past 10 years or 500 changes
-The password must be changed every time you login
-You must enter the password with your feet on every sixth login
-You must enter the password with telekinesis on every 100th login
-You have only sixty seconds to enter your password
-You may not use the delete/backspace keys at any point
-You may not make typos
-If for any reason you violate one of the above, your computer is equipped with a nuclear bomb that will explode

The fact that I must be EXACTLY between 12-16 characters is absurd.

Ironically this makes passwords less secure since hackers will know which parameters to use dictionary attacks within.

This is how you create a physical security nightmare, because everyone will write it down on a sticky note under their keyboards. Or go full fuck it and stick it right on the monitor.

Mine does this, but passwords cannot be similar. I have run out of dogs, cats, sports teams, family, nicknames... It is absurd and this is for school. I am in my 40's and have never seen a password system so difficult.

We use fifteen character minimum lasts for a year

Then the digits at the end begin.
