Wisdom, as that would equate to being able to use said intelligence effectively. We all know really intelligent people that would probably kill in Jeopardy or at bar trivia, but who are an utter mess at doing anything meaningfully useful or practical with their intelligence.

I'd lean towards wisdom since it's evident that you can put all the knowledge in the world at peoples' fingertips wherever they may be (smartphones/internet) and only a small portion end up utilizing it effectively and consistently.
For some you could argue that their inability to learn and comprehend what is laid before them (intelligence) is the barrier. However, for most I'd say the struggle is with separating the lies from the truth and recognizing where, when, and why to apply that knowledge in whatever situation they may be in (wisdom)
