The characters in that game are not very charming from what I played.

Rinoa and Squall have zero chemistry (to the point even Squall admits he sees everyone and their dog forcing them together). She has some moments of personal motivation and drive, but the game seems content to make it so she's stuck in damsel in distress situations that Squall is the one and only one who can save her.

She has a good doggo. That's all she really has going for her.

Excellent chemistry with Squall, (I believe their meeting is the first time Squall laughs in the game?) both really have to work around their issues and attachments to others/fear of being attached to others to make anything work. Massive loser like the rest of the party, it's great.

She's an unfortunate lesson in why selectable meaningless dialogue choices can be a problem in video games. If you choose to make Squall super jerky (any why wouldn't you it's fun) the execution on the romance angle feels like a Vince Russo swerve and Rinoa comes off as extremely pushy and annoying rather than charming.

I do hate her less than I used to over the years-- once upon a time she was meaningful competition with Terra for worst VG character, now not even a contest-- but I'll never like her.

I'm pretty sure it's entirely based on what dialogue choices you give Squall. Which is why I think it's bad to have them at all but I guess some people like it!

I like the balance between the two; if you make Squall receptive, you end up with a narrative where he's opening up for one person but constantly going back on it to be professional/a mopey idiot and he's not sure why. If you make him an ass, Rinoa treats him like everyone else where they get "oh this guy's a loser being sad on purpose" and she pushes that because of her own immaturity, and he doesn't understand why until he hits a breaking point. They're both stupid kids following stupid ideals, and having worked with a bunch of teens, it reminded me of those kinds of interactions a lot more than other games, and seeing it actually work out in the end made it work for me.

... I'll freely admit it's grating on patience outside of that context and doesn't create a necessarily well-paced story arc from it, though. Kids being stupid can be painful to watch.

Yeah, I think it works either way. The two of them butting heads all the time without realizing they've been falling for each other isn't a trope exclusive to FFVIII.

I personally think it's more fun to be nice to Rinoa because you get extra scenes and the scenes with alternate dialogue are better, but to each their own, I guess.
