So I think after whatever happened he said he wants a refund or he'll go to the police because he knows sex work is illegal and the business will get punished for it. He didn't get one so here we are.

Like I said before, switch the gender roles, and have a woman gets man arrested cause he attempted or gave her a happy ending at a massage parlor....and this topic would have gone much differently. Same to questioning the woman's behavior after the fact.
