Let me preface this with a disclaimer that any info may only be partially correct or may be completely wrong. This is from the memory of over 25 years ago from my good friend.

He says it was on NES or SNES, hes not positive which. It was a top down view but slightly angled (at parts, at least).

There were two games, in the first you needed a torch to get through a cave (its not adventure of link) and in the sequel the final boss is a blue bull that spins like a tornado.

Thats about all he can remember. Maybe itll jog someones memory here and you can help. Hes been trying to figure out what it is for decades.

StarTropics does mostly fit what youre saying, yeah. If I remember right the torch was your first weapon in the second game

and the final boss is like purple-ish blue-ish if I remember right, and while hes not a bull, he does have horns, and spins like a tornado
