Using Google and Wikipedia, I am told that Sonic could originally run somewhere around the speed of sound (about on par with comic book Quicksilver), but in later works can actually run as fast as the speed of light (about on par with comic book Flash). Whereas Saitama has moved at near the speed of light, but never actually reached it. Which would make Sonic objectively faster.

But the real answer is that I don't care about either of them.

If sonic is so fast, why does it take 5 seconds to run at max speed? He feels more sluggish than Mario

The programmer came up with it in an afternoon and no one ever bothered changing it.

Sonic has higher high speed feats, but also lower low speed feats, and is overall less consistent.

If we're going by maximum stated speed, Sonic wins (barely).

If we're going by what is actually shown on screen Saitama wins by a country mile.

And if we're going by average, Saitama also wins.

Assuming sufficient launching force to overcome the weight difference, this isn't necessarily true. Being smaller yields less wind resistance, but the lower mass means the wind resistance that the object does experience has a greater impact on its velocity than the heavier object would experience. If the larger object is streamlined enough (perhaps with a bald, well-rounded head), that may offset the effect of the increased surface area.
